Support
Does tcpMDT support the latest INSPIRE format for exporting Cadastre data to GML?
Yes, TcpMDT supports INSPIRE standards for exporting Cadastre data to GML format.
Specifically, the program allows you to choose between versions 3.0 and 4.0 of the INSPIRE schema when performing the export. The version 4.0 is the one configured by default in the application.
Furthermore, TcpMDT complies with the specific technical schemas required by regulations:
Cadastral Parcel: For the export of plots.
Buildings: For the export of buildings and other constructions.
This compatibility ensures that the generated files can be correctly validated by the Cadastre Electronic Office.
If the Cadastre rejects the GML because of the schema version
Even though both schemas are supported, the Cadastre may still reject the file. These are the cases documented by support and how to solve them.
Symptoms
When uploading a plot GML to the Cadastre electronic office, the service returns a message such as: «Los siguientes ficheros no se han cargado al no ser válidos: GML versión 3.0. Este servicio sólo valida GML versión 4.0» (the files were not uploaded because they are not valid: GML version 3.0; this service only validates GML version 4.0).
The plot GML validates correctly, but the one for the building is rejected for being version 3.0 when 4.0 is expected.
When uploading the GML of a building with an associated swimming pool for an ICUC, the Cadastre website loads the file but the process never completes.
After applying an update, the building GML is still generated as version 3 (and, in addition, WMS image import stops working).
A schema version error appears when importing or validating in the Cadastre Virtual Office, even though the file generated by MDT looks correct.
Causes
Licence earlier than MDT 9: exporting in INSPIRE 4.0 (GML v4) was introduced from version 9 onwards. Earlier licences export in v3, which the Cadastre no longer accepts.
Export format set to INSPIRE 3.0: the schema depends on the Format parameter in the Plots configuration. The default value is 4.0, but it may have been changed to 3.0 in a particular installation.
Buildings: locating constructions requires a different procedure —the ICUC— and, at the time, exporting buildings in INSPIRE 4 was not yet implemented.
Enclosures not selected: when exporting the GML of a building with annexes (a swimming pool, for instance), if those enclosures are not selected the file does not include them.
Installation by patch: applying the update as a patch instead of a full reinstallation can leave the installation in an inconsistent state.
Cadastre service down: sometimes the version error does not come from the file but from a temporary outage of the Electronic Office web service.
Case: the plot GML comes out as version 3 and the licence is earlier than MDT 9
Check your licence version. Exporting in INSPIRE 4.0 is only available from version 9 onwards.
If your licence is earlier, it has to be upgraded to MDT 9 or later to generate the GML in v4.
If several licences in the same office are affected, ask APLITOP for an upgrade quote, indicating the licences involved.
Case: selecting the INSPIRE 4.0 format in the Plots configuration
Open MDT > Utilities > Configuration > Plots, section GML Export.
In the Format parameter, check that Inspire 4.0 is selected (it is the default value).
Export the GML again and upload it to the Cadastre office.
When the Cadastre service is down, it sometimes returns a warning about the INSPIRE format that has nothing to do with the exported file.
Case: building GML rejected as version 3 — the ICUC procedure
To validate the location of constructions an ICUC must be processed (Cadastral Report on the Location of Constructions), not an IVG. Using the right procedure resolves the rejection in many cases.
Make sure the program is updated to a version that exports buildings in INSPIRE 4: that capability was added in an MDT update, which also fixed importing several plot GML files together. Download the latest version from your private area.
Case: ICUC of a building with a swimming pool that never completes
Update MDT to the latest version available in the private area, which generates the GML in the INSPIRE 4.0 format required by the Cadastre.
When exporting to GML, select every enclosure you want to include: the building, the pool and any other annexe. If they are not selected, the file does not include them and the process does not complete.
If there are several enclosures, several GML files can be generated within the same export.
Case: after applying a patch, the building GML is still version 3
Uninstall the application completely and install it again from scratch with the full installer downloaded from the private area. Applying an update or patch is not enough.
Run the installation with administrator rights and with the antivirus or firewall temporarily disabled.
For the building GML, check that the Format parameter is set to Inspire 4.0 in MDT > Utilities > Configuration > Plots.
Case: the error comes from the Cadastre web service, not from the file
Check whether the same GML validates without problems on another computer or at another time.
If the error persists, try again later: sometimes it is a temporary outage of the Electronic Office service and not the file generated by MDT. There are confirmed cases where, with the same software version, other users were validating their GML files without problems while the service was up.
If the problem persists
If after updating and checking the format the file is still rejected, send support a sample GML together with a description or a video of the procedure followed in MDT to reproduce the problem.
For questions about which enclosure types the Cadastre accepts (how to declare a porch, for example), support advises asking the Cadastre directly.
